The Swedish welfare system has become an attractive target for criminal activity. Therefore, the Swedish Social Insurance Agency’s recourse against so-called benefit violations must be strengthened, writes the authority’s director general, Nils Öberg, on the Dagens Nyheter debate page.

The authority wants to investigate violations of the social security system on its own. Approximately 4,000 such cases arise each year and the material is then passed on to the police. Very few of these lead to legal proceedings. The judicial system does not have the detailed knowledge necessary to investigate these advanced crimes, according to Nils Öberg. In the same way that the Swedish Revenue Agency has a unit that investigates tax violations, the Swedish Social Security Agency should have a unit that investigates benefit violations.

In addition, he wants the secrecy between authorities to be eliminated to a greater extent and, according to Öberg, a system change is required. Furthermore, the Swedish Social Insurance Agency should be able to directly demand that incorrect payments be returned without having to go through the courts like today, according to the owner of the fund.
