On November 5, Gothenburg City Council will decide next year’s budget, and this year, according to Axel Darvik, the alliance wants to invest in particular in the municipality’s opportunities to counter clan crime-related activities.

– We have analyzed a lot how they worked in Malmö, where a coordinated action between several different authorities has proven to be very effective. The police can only do their part, now in the municipality we want to increase ambition and do what we can to disrupt these activities, says Axel Darvik.

If the alliance’s budget is approved, up to SEK 20 million will go to the Environment and Climate Committee, where some will go towards developing government cooperation with, among others, the police.

Axel Darvik believes that in some cases the municipality may be the social actor who has the opportunity to ensure that charges are possible.

– The police may sometimes not have the opportunity to register a business. So a review by our food inspectors may be another option. So, of course, cooperation can be extended with everything from the Swedish Tax Agency, customs to building inspectors who check that building permits are being complied with, for example, he says.

Blows against the wallet

Activities that you indicate may be relevant to collaborative efforts include party rooms. Previously, the police had identified them as the geographic location that constitutes the center of economic cooperation between most clans in western Sweden.

– Crime-related activities also often have environmental and health problems, such as incorrectly labeled meat products. It is also an unhealthy competition for those who have good businesses. This will be something to hit the wallet, says Axel Darvik.

Other actors he mentions are nail salons, hair salons, massage parlors, and shops where there may be cigarette smuggling.

Successful examples

Until today, the authority has already had a collaboration with the police prior to the inspections that may pose a certain security risk. According to Axel Darvik, the goal now is to collaborate even more and in the end possibly include more both state and municipal actors.

– We also have previous examples of successful joint efforts, such as hookah coffees. It’s about disrupting these businesses, they should make it harder to make money.

Early next year, he hopes that work can begin. First, however, some preparation will be required.

– We need to develop strict guidelines on how this should be done. There is always a threat and it is important to protect employees from becoming independent. All decisions must be made at a high level, says Axel Darvik.
