The mother of the three-year-old girl was sentenced to prison by the Norrköping District Court for seriously causing the death of another person. Today, Ivo announces his decision after reviewing how the social services committee in Norrköping handled the case.
The three-year-old girl was found dead in her home in Norrköping and the mother was sentenced to prison for causing her death. Now Ivo has examined whether the Norrköping municipality did something wrong when handling the case.
The girl was born in April 2016 and was cared for by BB’s social services when she was only a few days old.
A few weeks later, the administrative court decided, with the support of the Youth Care Act (LVU), that the girl should be cared for and placed in a family home where she grew up.
A few months before the girl’s second birthday in 2018, the biological parents announced that they wanted their son back and requested that mandatory care be suspended.
The Social Welfare Board advised against this and the administrative court said no. The parents appealed and in the spring of 2019 the compulsory care of the girl was stopped by a ruling of the Jönköping Court of Appeal.
Found dead
At the end of January this year, ten months after the biological parents regained custody, the girl was found dead in the apartment in the center of Norrköping and the parents were arrested.
The Norrköping municipality conducted a review of how social services acted in the girl’s case and concluded in April that there were no serious deficiencies in management, NT reported.
Among other things, the municipality examined how the two reports of concern that came in, just weeks before the girl was found dead, were handled. According to the internal investigation, complaints of disturbances were dealt with properly, including home visits and contact with the BVC.
Without acute concern
During the home visit in December, the social services assessed that there was no immediate need for protection. The girl was perceived as a contact seeker, smiled and communicated. There was no urgent concern for his health.
When a new report of concern was received on January 7, extensive planning was done to follow up on the information provided. Among other things, a home visit was to be made, which was questioned by the father. The review indicates, according to the NT, that “since the basis for the report of concern was not considered reason to initiate an investigation, the home visit was canceled.”
However, the cancellation was made with a reservation of what a next day visit to the child care center would show. The BVC message was that the girl had good contact with her parents and that there was no reason to worry.
There is no record
Following that announcement, the municipality formally decided not to initiate any investigation into the girl.
When the internal review of social services actions was completed, Norrköping’s social director Yvonne Thilander told NT that the municipality had done everything possible in this regard.
– Yes, I think based on the conditions we had, we did what we could. So of course we wanted to change the result.
The municipality decided after its own review that there was no reason to submit a Sarah Lex report to the Swedish Health and Care Inspectorate (Ivo).
But despite the fact that no lex Sarah report has been made, Ivo has now reviewed, on his own initiative, the actions of the municipality and today, at a press conference at 10, will report the results of the review.
