On Tuesday, SVT Nyheter Väst reported on how the social secretary of the Norra Hisingen children and families unit believes that will not be able to grant the efforts it deems necessary. Efforts by social services must be preceded by an investigation. Any serious information about misconduct should be investigated. But even here, the district has become more restrictive, say several social secretaries in the district’s children and families unit.
– Two years ago it was decided that it would be more restrictive to initiate investigations. But you should not talk about finances as a reason for not making a contribution. It is legal that, if necessary, an effort must be granted. So it’s not something you say, it’s purely illegal, says one of them.
The head of the children and family unit is Alexis Ljungkvist. He does not share the image of social workers.
– I don’t know that such a decision was made, he says.
“A more normal level”
But in his own presentation, which was held for politicians at the district committee in June, he writes that the proportion of reports leading to an investigation has dropped, from 46 percent in 2017 to 30 percent in 2019: level more normal in relation to the city ”.
But isn’t it obviously progress that fewer reports are being investigated?
– No, it’s not. We have a reception that decides that. We will investigate where it is necessary to investigate it, not for the sake of the investigation.
But do you write that it is good to coincide with other districts?
– We should have equal social service, as equitable as possible, says Alexis Ljungkvist, and that is why he has proposed that the district reduce the number of investigative social secretaries.
“No financial problem”
Five people have already left and will not be replaced. The reason is that the number of cases per social secretary is lower than in the neighboring districts.
– It is not an economic question that we adapt the research side of children and young people. It’s based on the fact that they should be in a reasonable number of cases per administrator, he says.
“The different neighborhoods cannot be compared”
Several of the social secretaries believe that it is incorrect to compare Norra Hisingen’s figures with other parts of Gothenburg.
– Figures cannot show where we are sitting for business. A case can take eight hours in a workday or very little. It’s very different, says a social secretary.
Via email, Alexis Ljungkvist wants to clarify that he does not believe it is a success to receive reports leading to an investigation: “It is an interpretation that you make that I believe is directly incorrect,” he writes.
SVT Nyheter Väst has spoken with several social secretaries of the children and family unit, who want to remain anonymous, referring to colleagues who questioned the employment situation and who have previously been reprimanded.
