There are two important differences between indoor rallies and outdoor protests.

The indoor rally, first of all, was indoors, where we knew the virus could accumulate in the air or emerge. There are fewer chances of a recession, compared to being out of town, for example, with opposition.

Another important difference is that, at rallies, many people do not wear masks. And so, if someone is infected there, they are releasing a lot of viruses into the air, which can float around, and others can get into it.

With opposition, almost everyone wears a mask, and so the mask prevents that virus from entering the air. It also helps protect the wearer and reduces the amount of viruses they breathe from the surrounding air.

The third difference, really, is that in a rally, people are standing together, and they are in the same position for a long time. I think with protests, in many cases, people are moving around. This creates more space between them. There is more airflow. So it is another factor that will reduce the risk in an outdoor masked event.
