Apple lists this as a “known issue” with the beta version.
Once you have the beta version installed, going to Settings> Privacy> Health will show that the COVID-19 Exposure Record is disabled. If you try to turn it on again, a message says that the function is ‘Not available in your region’.
It is particularly important to note that there is no alert for this unless you check your contact tracking app. The Irish app, for example, has a warning symbol on the Contact Tracking tab, and if you tap on that, it tells you that the feature isn’t active and should be enabled in settings. However, you cannot do it in the current public beta.
Most European countries have adopted or are in the process of adopting the Apple / Google Joint Contact Tracking API, which means that most European applications do not currently work with the beta version.
