The Municipality of Barcelos will provide computer equipment and internet connection to students from lower-income households (levels A and B), in an action that will be administered by School Groups and Non-Group Schools, it was announced today.
In a statement sent to the newsrooms, the municipality clarifies that it is “a temporary transfer of equipment, already acquired or to be acquired under North Notice D4-2020-79.”
This warning is part of the Action Plan for the Digital Transition, implemented by the Government, and through which “provides for universal access and use of digital didactic and educational resources for all students of basic and public secondary education.”
To carry out this program, the Chamber approved, in ordinary session on September 25, collaboration agreements with all collective and non-collective schools in the region.
The autarky also approved collaboration agreements with these entities, for the delegation of competences to the directors of the Groups, within the scope of the process of transfer of competencies in the Municipality of Barcelos in the area of Education, given its greater proximity to reality. school.
The delegation of powers, now approved, will focus on the following areas: School Social Action, that is, school meals, transportation of students with special needs and student ID; the maintenance of the school infrastructures that make up the Group and belong to the municipality of Barcelos; management of non-teaching staff.
Still at the same meeting, the municipal executive approved the opening of a public tender for the requalification of the EB1 / JI of Carapeços, with a base value of € 764,398.98, plus VAT, and made the following decisions in the area of Education: the allocation of grants, for a global amount of € 6,000.00, to four School Groups for equipping pre-school classrooms; the granting of a grant to the Parish Council of Martim, amounting to € 5,112.63, to pay for the rental of the monoblocks that function as a dining room / cafeteria in EB1 of the Parish; the allocation of school passes outside the area of residence for students over 18 years of age, a measure that has an estimated cost of 30 thousand euros; the attribution of support to the school meals of 39 students of 1st cycle and kindergartens of the municipality.
More than 200 thousand euros of economic support to parishes
At the Chamber meeting on September 25, a set of grants was also approved to 13 parishes, for a total value of € 201,636.00, intended to contribute to the costs of expansion, resurfacing, requalification and paving of roads, construction and reconstruction. of walls, construction of sidewalks and rainwater drainage systems.
A protocol was approved with the Parish of Galegos Santa María for the requalification of the sports center, specifically the placement of synthetic grass in the José Crisóstomo Gonçalves Field, which includes an economic contribution from the City Council amounting to 100,000 euros, to be delivered in four years. to the Parish.
Extension of the PDM review period
The municipal executive also approved the extension, for 12 months, to end the revision of the Municipal Master Plan (PDM), in order to adapt this territorial management instrument to the new impositions of the Law of General Bases of Soil Policy , of Planning of the Territory. Territory and Urbanism and RJIGT, given the limitations caused by the pandemic of the complexity of transposing these norms to the reality of the municipality.
Regarding the remaining resolutions, the ratification of the order to impose public service obligations for the transport of passengers (essential public service) is highlighted, which will be in force until December 17, 2020; the granting of a subsidy to the Abel Varzim Social, Cultural and Recreational Center, for the amount of € 12,000.00, destined to reimburse the expenses inherent to the wear and tear of the material used in the meal service to Infant Education and 1st Primary students. cycle of educational units in the parish of Cristelo; the allocation of financial support to the income of 14 households.
