– You received a document revealing that the application for the child welfare service was never submitted

The reason she was wanted out of the house was the mother’s major drug problems and that the child was exposed to neglect.

Stine had access to the app recently, which happened after she had complained to the child welfare service.

He is still being denied full access to the case and has complained to the county governor.

The Child Welfare Service confirms in a letter that the foster home application appears incomplete and has not been recorded and submitted.

– Someone wanted to help me

Stine is surprised that the app shows that someone from the child welfare service wanted to help her get away from her mother, during the periods her father was at sea, without it happening.

– I do not understand why. Finally, there were some who were trying to do something. If they had stepped in and submitted the request for a foster home, it could have prevented me from having to live with trauma and pain for years due to my childhood.

Stine told her story on TV 2 Nyheten on Sunday night. About the child welfare service that received reports of concern about her since she was four years old. Neighbors, police and a nursery reported the filling of the mother’s house and that the child was left alone. But she was never permanently separated from her mother.

Her parents were divorced and she lived with her father when he was not in the North Sea, where he worked. Otherwise, he grew up with his mother in Brumunddal.

The lawyer responds

It’s clear that a case officer wrote the request the day after the child welfare service had conversations with Stine, when she was ten years old. The girl told a bad story. About the mother saying that she should fill the bathtub with water to drown herself. And that he had to make sure he didn’t drink.

The conversation took place after the child welfare service received new reports of concern. About abandonment and drinking at the mother’s house.

– The mother has periods when she has such severe substance abuse problems that she cannot care for her child. It is rather the case that it is the child who cares for the mother, the child welfare service writes in the request for a place in a foster home or child welfare institution.

– The child speaks of a very difficult life situation. So it seems that they are acting in part. I don’t know what has stopped the post process. But here the child welfare service has failed. There’s little question about that, says child welfare attorney Rikke Arnesen.

Not registered sent

The child welfare service sent the request document to Stine after she complained about the decision that she did not have full access to her folder.

– Reveal that someone would intervene. And that has not happened. I just get mad, says Stine.

– Since the document has been included in the list of documents, we now believe that it should have been submitted, writes Libet Gjønnes, director of child welfare.

He also confirms, in the letter to Stine, that the request has not been registered.

– The letter seems unfinished. And we can’t find any documentation in the magazine notes or other information that the letter was sent to the Hedmark County Municipality.

The child welfare director upholds the decision of the child welfare service that only partial access to the child welfare file is given to the 36 year old. But a general description of the file is also attached to the letter to Stine.

The reason why the foster home application was not submitted has now become one of several questions about childhood, to which Stine wants to find answers.

The story ended when she, when she was ten years old, was allowed to continue living with her mother.

When she was 17 years old, she called the child welfare service herself and said that she could no longer live with her due to drug abuse. And he left home.

The Child Welfare Service has notified that they cannot comment on the case information due to the duty of confidentiality. In an email to TV 2, Child Welfare Director Lisbet Gjønnes writes:

– In general, we can say that child well-being is about balancing different considerations. Cooperation with parents and trying to create a change in the conditions of the children’s home is an important part of the work of the child welfare service.
