On April 9, the government sent a happy message to many students. They then removed the income limit for several students who have part-time jobs in health or emergency preparedness work, as a result of the corona pandemic.
This scheme expired on August 31.
Now the Minister of Research and Higher Education, Henrik Asheim (H), wants to extend the program for the rest of the year.

– The health and care sector is still in great need of manpower as a result of the corona pandemic. Students who apply shouldn’t have to worry about a lot of extra work beyond the scholarship. Therefore, we propose to expand the schematic that we present this spring, Asheim tells Dagbladet.
The preposition will be presented in a couple of weeks and will not be included in the regular budget, but it is part of the crown measures proposed by the government.
Today, Laanekassa’s income limit is NOK 188,509 for full-time students. For students receiving educational support for seven months or less per calendar year, the income limit is NOK 471,270.
– I hope this extension means that students contribute what they can, while at the same time that they can be sure that they will not lose financially with it, Asheim tells Dagbladet.
Not just healthcare workers
The proposal means that the following students will be able to remove the income limit:
- Students from universities, colleges and vocational schools working in the health and care sector, regardless of what they study.
- Norwegian students abroad working in the health and care sector in Norway or in the country where they study.
- Police students who work in the police force or report for emergency work.
- Students who are ordered to carry out emergency work related to the pandemic through the National Guard or the Civil Defense.
- Students with children will also not be able to reduce the scholarship per child through the means test if the spouse or partner has income from work in the health and assistance sector.
Warns of hardening in nightlife
The preposition, when this is one of the proposals, will be submitted to the Storting in September and must be formally adopted by the Storting before it enters into force.
– We get broad support in the Storting for this, but of course we have to make reservations for it to be adopted. But in the meantime, I hope students continue to contribute where they can, says Asheim.
