Stian Skogstad Berg (32) was driving in June when he noticed the unusual dog being passed on in Trondheim. From the window of a speeding car, a woman had her dog on a leash, so the dog ran alongside the car on the sidewalk.

Skogstad Berg, who was sitting in the car behind, quickly grabbed the camera to film the incident. The video, which can be seen on the top of the box, shows the car coming to an abrupt stop after the dog’s leash is hooked on a lamp post by the road.

– I was condemned to pass, because there are many signs and obstacles on the road. The tape wasn’t that short either, Skogstad Berg tells Dagbladet.

After the trip in June, both the driver and the passenger of the car have to pay heavy fines after unusual ventilation. Both have adopted the fines.

– The driver was fined 7,000 kronor for violating the Road Traffic Act and the Animal Welfare Act, while the woman who pulled the tape out the window was fined 8,000 kroner for violating the Animal Welfare Act, says Amund Sand, head of the Animal Crimes Group in Trøndelag Police District, to Adresseavisen.
