Total confusion with new coronary measures

On Monday afternoon, the government presented new national corona measures. After the press conference, several Norwegians find it difficult to understand what is law and what is not law now.

What exactly is the difference between a recommendation and a court order? Should national or local guidelines be followed? And how many guests can you invite to dinner?

TV 2 has asked our readers what they think is confusing and what questions they have left. The post has received more than several hundred comments:

This is not law

Erna Solberg’s first tip was about social gatherings at home. Now the government recommends that you should have no more than five visiting guests, whether at home, in the cottage or in the garden. The five guests are added to the members of the household, that is, those who live together in the house.

However, there is an exception to this advice and it has helped to confuse several Norwegians.

– If all the guests are from the same household, you can have more than five guests. This means you can invite a family with two adults and four children to visit, says Health Minister Bent Høie.

Here are some examples of what is law, and not law, with the new recommendations. In this general description, a household is described as a family or a collective.

This is the law

A family can invite five people from different households.

A family of six can invite five people.

A family of six can invite six people from the same household.

A collective of ten can invite five guests.

A person can invite two couples from the same household and a friend from another household: a total of five guests.

A couple who do not live together can invite four guests

An elementary school child can invite ten friends from the cohort to school.

This is not law

A family of five cannot invite six people from different households. If the number of guests exceeds five, they must come from the same household

A person living alone cannot invite six people.

One person cannot invite three couples.

A person cannot invite wood from one home and wood from another home.

A high school student cannot invite ten friends from school.

Separate exceptions have also been made for children of kindergarten and primary school age. These can be with your school cohorts even if there are more than five people.

This exception does not apply to high school or senior high school students.

Cohort and pairs

One of the things that has contributed to the confusion is how to count household members.

If you live with your girlfriend, it is considered a home. But if you and your girlfriend are invited to someone else, you are no longer considered a home, but two guests. Therefore, it affects the number of guests you can visit.

– No, unless they come from the same household, it is not allowed to invite more than five people, says Health Minister Bent Høie.

Conflicting advice

It is Oslo that has seen the highest increase in infections recently. Therefore, the City Council chose to introduce its own measures for the capital.

– We are introducing stricter measures so that the infection does not continue to increase, says Councilor Raymond Johansen (Labor).

But several of TV 2’s readers have reacted to the fact that the capital’s city councils seem less strict than the national councils.

National measures: In private houses, gardens or cabins, you should not have more than 5 guests in addition to the members of the household. If all the guests are from the same household, there may be several.

Order and recommendation

Several Oslo citizens are now wondering whether they should follow the local order not to gather more than ten people or the national council not to have more than five guests.

– You must follow both. You must follow both the national council and, in addition, we have created our own rules for Oslo, which must be stricter than the general national guidelines, says Oslo Health Councilor Robert Steen.

– But are local measures in Oslo less strict than national ones?

– No, not necessarily. We have a ban for more than ten people in private meetings. This number is not affected by the number of people in the household, as in the national recommendation, Steen says.

In addition, the city council recommends limiting the number of social contacts close to ten for a week.

– This means that if you visit five friends one day and another five the next day, you shouldn’t get together again that week, says Espen Nakstad from the Norwegian Health Directorate.

Order and recommendation

When local measures are introduced in Norwegian municipalities, in addition to national government recommendations, they are applied.

Prime Minister Erna Solberg explains that there is a clear difference between local and national measures.

– The national council presented by the government today is only a recommendation, while several of the local measures in Oslo are mandatory. This means you can be fined and prosecuted if you don’t follow the measures, says Solberg.
