The case is being updated.

During Tuesday’s presidency, politicians will take a position on an entirely new crown regulation for Trondheim. In the proposal – which was ready this afternoon – there are several proposed measures in addition to the strengthened national infection control measures the government presented on Sunday night.

The case presentation prepared by the municipal leadership, led by municipal director Morten Wolden and health and wellness director Helge Garåsen, states the following:

“In accordance with section 4.2 of the municipality’s delegation regulations, cf. Local Government Law §11-8 (urgent matters), the presidency adopts the following regulations on behalf of the Trondheim City Council:

  • Limitation of the number in stores and shopping centers so that customers can maintain a distance of one meter at any time
  • Use of masks in public transport
  • Use of handkerchiefs in taxis and registration of all travelers
  • Use of face masks in hair salons, skin care services, tattoos and piercings, etc.
  • Use of masks in shops / shopping centers, in restaurants, in religious and philosophical houses and in places for cultural, fitness, sports and leisure activities.
  • Duty to home office where appropriate to perform work
  • Registration of all customers in restaurants
  • Limiting social contacts beyond one’s own home / work / school / kindergarten
  • Requirement of a distance of 2 meters between participants during physical activity in gyms, physical institutes, etc.
  • The sports halls will be closed until 18.01.2021 with the exception of high-level sports.
  • Cultural leisure activities are canceled until 18.01.2021 with the exception of the culture school and leisure clubs for children / young people with special needs.

The regulations supersede the temporary local regulations of 11.17.20, 12.16.20 and 12.26.20. It enters into force from the moment of its publication in Norsk Lovtidend and is valid until 31.01.2021.

This is the evaluation

The presentation of the case establishes that: “In the opinion of the municipal chief doctor, it is a necessary and useful measure to implement aggravating measures in line with national recommendations for municipalities that are at level 4 in terms of infection pressure, including the limitation in the number of social contacts . In addition, there will be significant travel activity in the first few weeks as Norwegian students return to their places of study, as well as a significant influx from abroad via foreign students and foreign workers.

New national government measures, announced on 01/03/2021, will offset much of the challenge in Trondheim over the next two weeks. Therefore, it is currently limited what recommendations from a medical professional perspective need to be adopted in Trondheim over the next two weeks, in addition to the new recommendations and national mandates. However, it is proposed that some of the recommendations be included in the new local regulations that will be presented on 01/05/2021. In any case, it is necessary to closely monitor day-to-day developments to locally evaluate new and longer-term measures.

The municipal chief doctor recommends in this round to continue the order of bandages in public spaces and in public transport, as well as the obligation to register all passengers when using a taxi and all guests in restaurants. In addition, it is important to maintain a maximum limit of social contacts per week outside your home.

The new measures proposed in the revised regulation are orders to use home offices when appropriate depending on the nature of the work, that it is mandatory to enter infection quarantine when imposed by the infection monitoring team, the distance between the people in shopping centers and the prohibition of training offers sports and activities where it is not possible to maintain a distance of two meters during activities. All proposals are in line with FHI recommendations at risk level 4. “
