Several EEA citizens can now travel to Norway again. But who applies the rules? Now the Ministry of Justice responds to VG readers.

On Tuesday, the government eased various crown measures for EEA citizens. Several can now visit the family or return to the cabin in Norway.

EEA citizens working in Norway, spouses, partners, fiancées, underage children and stepchildren may enter Norway, Justice Minister Monica Mæland said at today’s press conference.

But changes in the rules have led to many questions. Many wonder when they will be able to see girlfriends, grandchildren and brothers again.

VG has collected several questions from readers. Read the responses from the Ministry of Justice, through political adviser Kristoffer Aardal Hanssen, here:

I am a Norwegian citizen, but I live in an EEA country with common partners and children. My parents are Norwegian citizens and live in Norway. Do I come to the country with my son and live with the new rules?

– Assuming it is vacation: Norwegian citizen will be able to travel to Norway, but must do so in the travel quarantine. If the child is a Norwegian citizen, the same applies to the child. The non-Norwegian co-inhabitant will not be able to come here.

“EEA citizens working in Norway, spouses, partners, fiancées, children and stepchildren can enter Norway.” Are parents, uncles and aunts, brother or sister allowed in?

– If you have parental responsibility for the parents, yes, but not otherwise. Siblings can come to Norway if they are under 18 years old.

Can my boyfriend in Denmark or Sweden visit me in Norway now?

– No, unless they are married, engaged or living together.

Can grandparents in EEA countries visit their grandchildren in Norway?

– Not.

The groom has an entrance, but not the bride and groom. How do you distinguish this and possibly document it upon login?

– It is the definitions of the Immigration Law that are currently applied.

The Immigration Law requires that a couple have lived in a “permanent and established” relationship for at least two years or that they have children together or are expecting children together, with some exception.

My boyfriend and I are going to move to Norway together, but we have not been cohabitants before. Can you keep moving here with me?

– No, not right now.

Can a migrant worker visit a spouse and children in Norway?

– If a migrant worker is an EEA citizen and lives or works in Norway, he can be visited by a spouse and children in Norway.

Can adult children visit their parents in Norway now?

– No, unless they have parental responsibility for the parents.

Do the changes mean that my mother cannot visit me because I am not under 18?

– Right

I am a permanent German resident in Norway for many years and understand that “family member” is interpreted in a very limited way and applies only to spouse / partner / child. Does this mean that my sister or my mother cannot come from Germany and visit me in Norway?

– That’s right, unless the sister is under 18 and / or he / she has the responsibility of the parents.

I have worked in Norway but I live in Sweden and I want to go home now. If my husband picks me up and we go home the same day without staying here, do you need to quarantine?

– If the man lives in Sweden, he must do so in the 10-day home quarantine if he comes to Norway to retrieve it. It is probably better that I arrive alone in Sweden.

A divorced couple has shared the care of two young children, but the father lives in England. Will you be able to follow the children to Norway?

– If in doubt: if you have to come to Norway to meet shared care requirements, you can be in Norway.

Can my Norwegian daughter, who lives in Sweden, travel to Norway with her partner and two young children?

– The expulsion rules do not apply to Sweden, so they can travel to Norway, but they have to spend ten days in the travel quarantine.

I have a colleague who lives and works in our office in an EEA country but has a minor in Norway. If you are traveling here to meet your child, can you come to work at our central office in Norway or should you be quarantined?

– Quarantine. You can have a home office, then.

How long must we have been cohabitants? And does one have to be married, live together or be engaged or does it mean that you have common children?

– Must be married, living with or engaged. Coexistence can be decided, eg. through the common house address.
