Today, the government introduced several new crown measures.

The measures that were introduced last week were not enough, says Prime Minister Erna Solberg. Therefore, new measures are now being introduced to prevent a new national wave of infections.

Here is an overview of the recommendations and rules that apply nationally now:

National recommendations

New recommendations:

  • Stay home as much as possible in the next few weeks and limit social contact with other people.
  • Young people and adults who have been with friends and in other situations in which there has not been a meter of distance, must keep two meters of distance from people in the risk group.
  • Avoid unnecessary domestic travel. Exceptions: Business trips that are considered necessary and trips to leisure establishments that can be made without contact with third parties.
  • All universities, colleges and vocational schools must assess whether in the coming period they can reduce teaching and other activities that contribute to greater mobility, including pressure on public transport.

Recommendations already implemented:

  • In private homes, gardens, or cabins, you should have no more than five guests in addition to household members. If all the guests are from the same household, there may be several. Two families can be found even if they have many children.

The restriction that you must not have more than five guests does not apply to the kindergarten or elementary school cohorts.

National rules

New rules:

  • Limit of up to 20 people in private meetings in public places and in rented premises and 50 people in indoor events without fixed seats. Inside, there can be up to 200 people at events where all attendees sit in fixed seats. The change will take effect at midnight, the night before Monday, November 9.
  • National bar stop at midnight. Licensed liquor restaurants cannot admit new guests after kl. 22.00. The change will take effect at midnight, the night before Saturday, November 7.
  • People coming to Norway must have permanent residence in the country, or the employer or client must provide a guarantee of a suitable place of residence upon arrival in Norway. People, including tourists and visitors, who do not have their own residence or employer or client in Norway must stay in quarantine hotels and get tested during the quarantine period. This also applies to family members who come to visit relatives in Norway. The Norwegian Health Directorate is tasked with studying how these requirements can be introduced. Until this is established, border control will be strengthened in accordance with existing regulations.
  • Travelers from red countries must present a negative covid-19 test certificate when they arrive in Norway. The test must be done less than 72 hours before entry. If the person does not present such proof, they may be denied entry. This will run from midnight until Monday, November 9.

These are the exceptions:

The requirement will not apply to Norwegians, persons domiciled in Norway or persons in transit.

The requirement does not apply to people who regularly come to Norway from Sweden and Finland for work.

The requirement applies to health personnel traveling to Norway who have been outside Norway for more than seven days.

Staff in critical social functions may be exempted when necessary to avoid danger to life and health.

Rules already established:

  • Business travelers who have stayed in areas with a particularly high level of infection in the last 10 days before arriving in Norway, can no longer use the scheme with tests every three days. Therefore, the main rule on inbound quarantine will in principle apply to employees in these areas.

Recommended measures in municipalities with a lot of infection

The government is adding more measures, such as municipalities in regions of life and work with high infection pressure Should consider present:
