– We have never been close to registering a level of contagion as high as we have in the last week.

Thus began the Oslo councilor, Raymond Johansen (Labor Party), the press conference where stricter measures have been announced in the capital.

– Infection is increasing in all districts, but there are large differences in infection pressure between districts. There is no doubt that we are in a third wave of infection. It is different from the others because it is driven by mutated and much more infectious virus variants, Johansen said.

He said that the so-called traffic light model in primary school does not seem to have adapted to a situation with more contagion among children.

The council leader also said that the professional advice that the council has received from the health authorities has not been agreed upon. He said the measures being introduced now are based on own assessments in Oslo after input from health authorities.

Enter the toughest measurements ever

– Overall, these will be the most intrusive measures in Oslo during the pandemic. It’s tough, it’s tough, and it’s necessary, Johansen said.

He further said that Oslo is introducing differentiated measures at the district level for the first time (see bullet point list).

These are the measures introduced by the city council:

  • Full-time teaching for young people and high school from March 17 until the Easter holidays.
  • Homeschooling from 5th grade.
  • Prohibition of more than two visitors in private homes.
  • Kindergartens and activity schools are closed for Easter.
  • There will be homeschooling for grades 5 to 7 in the districts of Grorud, Stovner, Alna, Bjerke, Gamle Oslo, Grünerløkka and Søndre Nordstrand.
  • All strict measures in Oslo will continue until April 9.
  • The red level resumes in schools after Easter.

Johansen admitted that introducing homeschooling into school is one of the most intrusive measures that many will disagree with. He also said that linking home visits is strict.

– It was unthinkable a short time ago. At the same time, there is one thing this pandemic has taught us: life is unpredictable. Today we have decided to do what we believe is right to reduce the infection, said Johansen before concluding with an appeal to his own residents:

– If everyone follows the rules and advice, together we can reduce the infection and reopen society.

Health Councilor Steen: – He is in the most serious situation

Health advisor Robert Steen also emphasized the dire situation the capital is in.

– Oslo is a crowded city, narrower than any other municipality in Norway. It has had the strictest measures, but we are in the most serious situation. The number of hospital admissions has multiplied by six in a few weeks. Those who enter are younger, including people born in the 1990s, Steen said.

He also said that the infection increases more in the younger age groups, 6 to 12 years.

Between 30 and 40 percent report that the site of infection is now kindergartens and schools. He is new to Oslo.

Thorkildsen: – The way out is through vaccines

Inga Marte Thorkildsen (SV) said she understands that additional restrictions for people are onerous in a city that has had strict measures since November last year.

At the same time, Thorkildsen knew that kindergarten and school employees were about to kneel under pressure from the crown.

– For some, today’s message is a great pain, for others it is a great relief. I think there will be criticism anyway. But we rely heavily on professional advice. The way out is through vaccines, Thorkildsen said.

He also said that the worst affected districts will receive 1,300 additional vaccines. At the same time, it is claimed that the number of students in quarantine has risen from 2,000 to 9,000 in just a few weeks.

– I have stood on this platform several times and I have said that the last thing we want is closed schools. So today it is difficult to think about this message. There are still a lot of things we do differently now than when we shut everything down at the beginning of the pandemic, Thorkildsen said.

Thorkildsen also requested that the government present a real crisis package for children and young people.
