The Norwegian Health Directorate fears both theft and sabotage of the vaccination team. They ask the municipalities to avoid disclosing information that may lead to secret warehouses.
This week, syringe tips, cotton swabs and other equipment are being sent to the country’s municipalities.
In this regard, the Norwegian Health Directorate has sent a letter to the county governors, which has been given access to VG.
There, they ask the city councils to be careful with the type of information and images that they give to the media:
“Vaccination equipment can be vulnerable to theft and other criminal activity. Europol has warned against this. In some municipalities, storage can also be a potential target for sabotage. We therefore recommend that the municipality assess the risk of theft and sabotage in connection with equipment storage “.
These are the advice given to the municipalities:
- Feel free to provide information on the municipality’s website and to the media when the municipality receives the vaccination kit.
- We ask that no images be used to show which transport company delivers the equipment (see below).
- If the municipality wants to take photos upon receipt of the equipment, but at the same time avoid knowing where the equipment is stored, keep in mind that photos usually contain information (metadata) about the place where the photo was taken. You can prevent images from containing such information by changing the camera settings.

Norwegian Health Directorate: No threats received
The director of emergency services, Steinar Olsen, says they have not received threats or indications that something criminal could happen.
– We follow a precautionary principle: when we started planning, there was uncertainty about the threat landscape. Therefore, we opted to have a strict level of security, before gaining more knowledge, he tells VG.

14 million syringe tips
The equipment ranges from vaccine kits to cooling boxes and temperature gauges, which arrive in various shipments to the municipalities.
The Norwegian Health Directorate has purchased 11.4 million syringes and 14 million syringe tips. Different vaccines can have different dosages, so they have bought different size syringes.
