In a new set of recommendations, the EU Council of Ministers advocates coordinating travel restrictions that various member states have introduced to curb coronary heart disease.

The recommendations are meant to clean up a messy and chaotic mosaic of national travel advice, and the EU Council’s starting point has been that they should also apply to EEA countries like Norway.

Therefore, the joint EU travel map will include data from Norway, Iceland and Liechtenstein. Eventually, it is also the intention for Switzerland to join.

The proposal is expected to be approved without discussion at a ministerial meeting in Luxembourg on Tuesday. This comes after an agreement was reached on Friday on the ambassador-level text.

The recommendations are not legally binding, but they put pressure on member states to better coordinate.

The document states that travel restrictions must be limited to what is strictly necessary. At the same time, the EU Council emphasizes that unilateral measures at the national level can create major unrest.

“This is particularly damaging in a situation where the European economy is already significantly affected by the virus,” he warns.

New color chart

The main key in the new set of recommendations is a common color map where countries are classified as green, yellow or red depending on the infection.

This corresponds to the “traffic light” system that Norway introduced earlier this fall. However, the EU Council recommendation sets significantly more liberal limits for the yellow and red levels.

The EU color chart is as follows:

* Green: less than 25 confirmed cases of infection per 100,000 inhabitants and less than 4 percent of positive samples in the last two weeks

* Yellow: less than 50 confirmed cases of infection per 100,000 inhabitants in the last two weeks if the proportion of positive samples exceeds 4%, or between 25 and 150 confirmed cases of infection if the proportion of positive samples is less than 4%

* Red: more than 50 confirmed cases of infection per 100,000 inhabitants in the last two weeks if the proportion of positive samples is greater than 4%, or more than 150 confirmed cases of infection if the proportion of positive samples is less than 4%

Opens for exceptions

The recommendation states that no travel restrictions should be introduced for green countries and regions.

For yellow or red countries, requirements for quarantine entry can be entered. Testing requirements can also be entered upon arrival, either in addition to or in lieu of quarantine.

The EU Council of Ministers believes that exceptions should be granted to travelers with “essential functions”, such as healthcare professionals, transport workers, diplomats or journalists.

On the other hand, differential treatment between countries should be avoided. The EU Council cautions in particular against favoring neighboring countries over others.

All of Europe is red

Today, all of Europe is colored red on the map of the National Institute of Public Health, with the exception of some regions of the Nordic region.

This means that traveling in these countries involves a ten-day quarantine upon arrival in Norway.

The government has decided that there is no basis for categorizing any country as green as the situation is now. The yellow countries have fewer than 20 confirmed cases of infection per 100,000 inhabitants in the last two weeks and a proportion of positive samples of less than 5 percent.

If it exceeds it, it goes from yellow to red.
