The entrance to the cave was closed with concrete.

The entrance to the cave where the night party of the accident took place was previously closed with double reinforced concrete. It was then reopened by new owners and only secured with wooden planks.

– They didn’t bother to redo the hole. A very bad assessment in hindsight, says Eirik Nielsen, who was a project manager for the job to remodel all the openings in the old shelter on behalf of Forsvarsbygg.

Seven unconscious people were taken to hospital last night, after being poisoned with carbon monoxide in a cave in Oslo. According to the police, up to 200 people may have been at the party. The police confirm to VG that it was a planned event.

– The Diakonissehuset Lovisenberg Foundation took over the ownership of the Civil Defense in 2012. Forsvarsbygg secured the closure with casting, confirms Jon Berntsen, district chief of Civil Defense for Oslo and Akershus.

Evaluated parking facilities

– All the openings were put back, the entrance with double reinforced concrete. But when Lovisenberg took over, they wanted to investigate whether it could be used as a parking lot and reopened it. Since then, it has only been secured with wooden planks, says Eirik Nielsen.

– I have not thought about anyone organizing parties there, but I have thought that children can enter. Forsvarsbygg’s purpose in sealing with concrete was precisely to ensure that such things no it should happen, says Nielsen.

Understand well that the participants of the party have run out of oxygen.

– The refuge room was once made with emergency exits and vents, but they have been re-molded.

Tom Kjenne was president of the project and confirms what Nielsen says.

– Does not feel responsible

– It is very sad what has happened, but it is a serious theft, and we, as owners, do not feel any responsibility for this, says Vidar Haukeland, CEO of the Diakonissehuset Lovisenberg Foundation.

It confirms that the cave was opened for inspection in 2012 and that, among other things, parking spaces were considered.

– It has not yet been decided what the shelter will be used for. The entire area is still in a major regulatory case, Haukeland says.

– After the inspection, the opening was secured with plates, but about four years ago we received a message that someone had entered. Then we put new plates that had to be more solid and we put them in more ground. After that, we haven’t heard of any new thefts, until now, he says.

– Do you think the cave was sufficiently secured?

– Yes, based on the assessments we have made. We have ensured that accidents cannot occur, for example by allowing children to enter. Nor is it the electricity or other things that make it dangerous there. Getting people in is not our responsibility, says Vidar Haukeland.
