Police Inspector Karlsen says that so far this year the Oslo Police District has a clearance rate of 31.7 percent for rape cases, and that the number of clearances has increased significantly in recent years. Previously, about 80 percent of the rape cases that were investigated were dropped.

She says the reasons for the many arrests are the requirement of evidence and that the police are often late to learn of the incidents. This makes it difficult to obtain evidence.

Amnesty is one of the organizations that has criticized Norwegian law for failing to equate lack of consent with rape.
