The ship sank off the Russian side near Novaya Zemlya in Arkhangelsk, the Russian news agency Tass reports.
Authorities were notified of the accident at 5.30 a.m. on Monday.
Two people must be rescued from the ship. Five ships were sent to search for survivors.
– The crew consisted of 19 people. Two have been rescued, the crisis ministry said in a written statement to the Russian news agency.
Of the 17 missing and presumed dead, one person has been found dead. The deceased is said to have been taken aboard the ship “Voykovo”, according to Tass.
Everyone on board the ship must be a Russian citizen.
The main rescue center in northern Norway informs NTB that their Russian colleagues notified them of the accident, but that they will not take any action as it happened in Russian waters.
Bad weather
According to the Russian Crisis Ministry, the ship sank due to the formation of ice. There are strong winds and bad weather in the area, which increases the risk of ice formation.
The icing makes the boat heavier and more difficult to maneuver.

A ministry source says the two who were rescued were wearing wet suits. He says it is unknown where the rest of the crew is.
The ship “Onega” sails under the Russian flag. The ship was in the port of Kirkenes for the last time on December 14, reports Tass.
Onega is a fishing boat that has been sailing since 1979.
