Three phases
If the number of cases of infection is declining, states can reopen in three stages, according to Birx.
In the first phase, Americans can start working again, but working from home is recommended whenever possible.
Avoiding non-essential travel is still recommended, schools are still closed, while restaurants and gyms may reopen if they meet the guidelines.
– You go to the first phase. If there is no setback, it goes to the second phase. If there is no going back, you can move on to the third phase, says infection control manager Anthony Fauci.
If infection rates decrease for another two weeks after going to phase one, the state can move on to the next phase.
In this phase, schools can reopen, travel resumes, operations can be performed, and important events can be held if the distance between people can be maintained. Reintroduction of nursing home and nursing home visits should take place during this phase.
In phase three, states can return to what Birx refers to as the “new normal.”
“We can’t go back to not washing our hands,” he said.

President Donald Trump says several states are already meeting the requirements to enter phase one of a reopening. Trump, therefore, believes that several states can begin the reopening almost immediately.
“If you look at Montana, Wyoming, North Dakota, it’s very different from New York, it’s very different from New Jersey,” said the president.
Trump also said he believed some states had received too much praise for their efforts in fighting the virus.
– Some states have received too much praise for what they have done, to be honest. I could name some of them, said Trump, who did not name any state by name.
