– I know this is heavy. I know many will be desperate, angry and frustrated, says the city council leader.
The new measures will be applied from Tuesday, November 10. They will run for three weeks in the first instance.
All infection control measures already in place will be continued.
Extensive austerity measures
These are the new measures in Oslo:
- All social gatherings outside private homes are prohibited. The exceptions are funerals and burials.
- All leisure activities for adults are closed.
- All businesses where cultural and leisure activities take place are closed, with the exception of the library.
- Bar stop with ban on serving alcohol in Oslo. Restaurants can remain open without serving alcohol.
- A red tier with strengthened infection control measures and smaller groups will be introduced in upper secondary school, and a red tier will be introduced in upper secondary school in the coming weeks.
- Children’s and youth sports can continue to organize training sessions, but not participate in cups and tournaments, even outside the city. Swimming training can also continue.
- Nozzles are required in taxis as in the rest of public transport.
- Stores, shopping centers and the like must ensure that customers can be two meters away and provide the necessary security.
In addition to these local measures, a series of national measures implemented by the government apply.

Bergen also announced several intrusive infection control measures in the city at a press conference on Friday.
Health Minister Bent Høie says the situation in the two cities shows the seriousness of the situation.
– The measures in Oslo and Bergen are necessary and correct. I hope that the other municipalities in the regions will follow up with similar measures and I am glad that they have already done more. We can do this again together. Now the inhabitants of these areas are making an extra effort for the whole country, he says.
Red level in VGS
All upper secondary schools in Oslo pass the so-called red level. This applies from Monday morning.
This does not mean that schools will close completely, but many will have to be homeschooled in the future.
Students in all fields of study should be prepared for a combination of homeschooling and school.
– Going to the red level in VGS is an important intervention in the lives of students, says the councilor of the school Inga Marte Thorkildsen.
At the same time, upper secondary schools must be prepared to move to the red level.
It states that elementary schools and kindergartens continue at the yellow level.

In the last two weeks, the number of infection cases in Norway has increased rapidly. Especially in cities, the infection pressure is high.
On Thursday, the government presented new measures at the national level. Erna Solberg asked people to stay home and have as little social contact as possible.
In addition, they presented a sandwich list of measures that they asked regions with high infection pressure to consider introducing.
– This is no longer a charity, this is serious.
That was Councilor Raymond Johansen’s comment on the capital’s infection numbers on Thursday.
At that time, 162 new corona infections were recorded, which was the most infections in one day during the pandemic. On Friday the number is 129.
– There is still too much social contact. The infection is too high throughout Norway, Johansen said.
Measures in the rest of the country
In Drammen, 60 new cases of infection have been registered in the last 24 hours. This is the highest number registered in the municipality.
On Thursday, Health Minister Bent Høie called on Oslo municipalities to follow the capital’s measures. On Friday afternoon, the Drammen municipality will have an extraordinary presidential meeting, and the mayor warns that the municipality will likely follow the new Oslo measures.
– We are waiting to see what comes from Oslo. But our recommendation is clear. We must look to Oslo and coordinate with them, Mayor Monica Myrvold Berg tells NRK.
The municipality of Stjørdal in Trøndelag tightens up in several areas and cancels all sporting and cultural events, among other things.
Vestfold and Telemark County Townships, among other things, have decided to put all upper secondary schools in red defined townships on red alert.
All Troms and Finnmark upper secondary schools also offer classes at home starting on Monday.
