Oslo MDG proposes to ban all new car-based shopping malls and opens to demand payment for parking at the mall.

The national meeting of the MDGs starts on Tuesday, where politics and the demands that will be made to a possible red-green government will be central issues.

Everywhere in Norway you will find a shopping center where there are good shopping opportunities that often offer free parking while you stroll through the shops.

But if the Oslo MDGs have their way, there will be no more shopping malls and free parking.

Oslo MDG is at the forefront of a proposal that will ban the construction of new car-based shopping malls. Nor should it be allowed to expand existing centers. In addition, the party proposes that city councils order shopping centers to charge for parking, even if the shopping centers are on private land.

– Destroy the city center.

The proposal is recommended by the program committee and therefore is likely to be adopted.

– There is no reason to bet that car-based malls have a golden future. It is equally relevant to think about later use. They are constantly losing ground to e-commerce, says Deputy Director Arild Hermstad at ODM.

Hermstad believes that it is time to think about how shopping malls will be used in the future and is referring to the US.

In the period of the 50s, the country has had a strong growth in the suburbs of the cities. Thus, large shopping centers have appeared outside the city center. But in recent years, with the growth of Amazon and other alternatives, the traditional mall has started to lose customers to online purchases.

– Most people really only offer shopping and have nothing special to offer in terms of added value, such as lively streets or the urban environment. One problem is that it is car-based and therefore bad for the environment and the climate. The second is that it destroys the city center, says Hermstad, citing Florø as an example.

Florø is a city of about 9,000 inhabitants, where the MDG profile believes that the shopping center takes people away from a “beautiful street in the old city”.

– There are a lot of small Norwegian cities that have less urban life. It’s not necessarily that we want the city for life. But it is impossible to get to the shopping centers without a car. I am from Åsane in Bergen. There you have a center that is very car-based and requires large areas. Converting it to urban space is extremely uphill, he says.

Stop the competition

– But it is very practical to be able to drive the car to the mall, park and shop. Is this a national ban, not just in Oslo, where there are trams and buses everywhere?

– Smaller cities tend to have car parks close to cities. In Tønsberg you will find a parking space and you can stroll through the streets. But unless you’re shopping for a washing machine, you can carry the merchandise a few hundred yards, Hermstad says.

He believes that it is a particular problem that the rules often vary from one municipality to another. Therefore, some places may feel compelled to open a shopping center, unless they want to lose all trade with the neighboring municipality.

– One of the problems is competition between municipalities. If you have the same rules of the game everywhere, you will avoid that competition. It is entirely possible to plan cities without it being the car that is crucial. Walking down a beautiful street is something completely different than running from one store to another, Hermstad says.

In addition to banning new car-based malls across the country, the proposal also means that free parking could be banned.

– Shouldn’t it depend on the market and let people and municipalities decide for themselves?

– Politicians should arrange to make it simpler and more environmentally friendly. It is very easy to create many roundabouts and a two-story shopping mall. But in the long run, it has built a structure that is detrimental to public health and the environment. The market does not pay the environmental costs that exist. We need to rectify that.
