On Wednesday, the city council adopted new local crown regulations for Bergen.

At Tuesday’s press conference, Councilor Roger Valhammer announced, among other things, the banning of more than 10 people from private gatherings.

But those weren’t all the details he revealed.

In the regulations that have now been adopted, the city council takes very concrete measures and is much tougher in tight situations than the government in several areas.

– We fear that national recommendations may be perceived as unclear, writes the city council in the presentation of the case.

When to have or receive a visit

In addition to the maximum limit of ten people, the city council has adopted the following precautionary measures and prohibitions for private meetings:

  • Ask the meeting organizer to provide an overview of the names and phone numbers of everyone present. The summary should be stored properly and deleted after ten days.
  • Ban on private gatherings where the subway rule cannot be enforced (with the exception of children in the same kindergarten or elementary school cohort).
  • Instruction to the organizer of the private meeting to facilitate compliance with the infection control advice.

In addition to the kindergarten and elementary school cohorts, the regulations stipulate that an exception or waiver cannot be obtained.

– Based on the current situation in Bergen, the recommendations are not considered sufficient to prevent further infection, states the City Council in the presentation of the case, and therefore introduces precautionary measures and prohibitions.

For example, if you are planning a wedding or christening, have a public venue and a responsible organizer, up to 50 people can participate.

When to eat or drink outside

In the regulations that will come into effect on Thursday, October 29, the city council is also stricter than the government when it comes to restoration.

Where the Ministry of Health and Care Services has said that there must be at least one meter between the seats when guests arrive, the city council has now decided that in Bergen there must be at least one meter between the guests, period.

As of Thursday, the following will apply in Bergen: for “pubs, restaurants, cafes, canteens and other restaurants where guests can eat or drink on the spot”:

  • Order of at least one meter between guests who are not from the same household.
  • The obligation for guests and staff to wear a mask cannot be met when moving around the room and within one meter of distance (does not apply to children under high school age and persons who for medical or other reasons cannot wear a mask).
  • Order to require guests to identify themselves and keep lists. Guests who do not identify themselves will not be admitted.
  • Instructions for keeping the sound level low enough so that guests can talk to each other at a distance of one meter.
  • Instruct guests to adhere to infection control tips and have hand sanitizer available.
  • Prohibition of admission of guests and liquor service (drinks with more than 22% alcohol) after midnight.

In Oslo, the admission stop is scheduled for 10 pm and the closing time is until midnight.

– If the admission stop is set too early, the effect may also be that you hold the party at home instead, the city council writes in the case presentation.

From the presentation of the case to the City Council, it appears that they have contacted the police regarding the new regulations and have received confirmation that the violations may trigger punishment.

– The question of the sanction has been submitted to the police, who confirm that the regulations can be followed up with dissolution of facts, fines, etc. in case of serious violations of the requirements, they write.

Police told BT on Thursday that they consider the new regulation to be “very suitable as a tool for police to intervene when there are clear violations of infection control.”

They warn of large fines for clear violations.
