More than eight years have passed since the terror in Utøya. There is still no permanent national monument to honor victims.
Before the summer of last year, Statsbygg presented new plans for a national monument on Utøykaia in the municipality of Hole.
The memorial site will be on the site of the AUF ferry dock connecting the mainland with Utøya, and will consist of 77 bronze columns, one for each of the victims after the terror.
Several neighbors vigorously protest the plans. Facing Dagbladet, residents of the area, who were closest to the July 22 terror, have previously referred to the battle for the monument as a destination.

A neighbor of Utøykaia, Terje Lien warned that he and several neighbors will take legal action against the state again to stop the memorial site, if the plans are approved by Hole Municipality.
But tonight Hole Municipality decided to say yes. Therefore, Statsbygg has received the green light to start the memorial site.
The decision was made during a meeting of the City Council of the Municipality of Hole.

Statsbygg has announced the task of preparing the memorial site and entry into the Public Procurement Database (Doffin).
It states that the memorial site is slated to complete on July 22, 2021, that is, at the 10-year mark for terror.
“The project, in addition to the monument itself, consists of a new ramp for MS Thorbjørn, a new parking lot, a new secured access road with high supporting walls, and new operational buildings below the access road. The operational buildings will house toilets, transformers and two rooms available for the Utøya operation, ”Statsbygg writes.

The road to creating a memorial site for the victims of the July 22 terror has been filled with conflict. Back in June 2012, then Minister of Culture Anniken Huitfeldt (Ap) announced that a national monument should be established in Utøya in Hole and one in the government neighborhood.
The disputed “Wound of Memory” memorial in Sørbråten near Utøya was crushed in June 2017, following massive protests and demands from neighbors.
At the time, Swedish artist Jonas Dahlberg wanted to cut the Sørbråten headland in two, to symbolize terror.

After the bitter conflict with the neighbors, the project stopped. In June 2017, the Minister for Local Government and Modernization, Jan Tore Sanner (H), announced that the monument should be located in Utøyakaia, and not in Sørbråten. It was the Support Group after July 22 and the AUF launched Utøykaia for the first time as an alternative.
At the time, Sanner said the state wanted the memorial site to appear “dignified and discreet.”
But Terje Lien believes that the proposal that Statsbygg has launched now is far from dignified and discreet. The columns must be three meters high and the memorial site is 52 meters long, although the length is less experienced due to the arches, according to Statsbygg.
Eight years ago, he threw the jeep out of the archipelago and rescued nearly 30 young men who had gone swimming to escape the terrorist. For this he received the Medal for noble deeds, but still struggles with what he experienced that day.
