The division of responsibilities between the doctors on board the “MS Roald Amundsen” is unclear, it appears in the internal Hurtigruten investigation.
On Thursday night, Hurtigruten’s investigative report on the July outbreak was released. The leader of the investigation, Jan Fougner, believes that Hurtigruten has failed on several points.
One of them is the division of functions between the doctors on board the MS ‘Roald Amundsen’.
On each of the trips between 17 and 31. In July there were a Norwegian doctor and a Filipino, as well as two Filipino nurses. There were two different Norwegian doctors on the first and second voyage.
The Norwegian doctor had the impression that he was responsible for the Norwegian crew and the Filipino doctor responsible for the Filipino.
At the same time, the Filipino doctor thought he was subordinate to the Norwegian.

Unclear relationship
The Philippine doctor wanted to test the sick of the crew on July 21, that is, on the first trip, Fougner said at the press conference. It was abandoned after talking to a Norwegian ship doctor.

Fougner summed up the relationship between doctors as follows at the press conference:

Total confusion
The Philippine doctor, for his part, explained that the cultural aspect affects responsibility and that he considers European doctors as superior doctors.
This confusion, the report claims, is a “contributing factor to the suspicion that the infection is not being followed happily enough”:
– The formal division of responsibilities between physicians seems unclear and may have led to poor follow-up. The informal division of responsibilities due to cultural conditions and different degrees of presence may have affected the course of events. This supports the need to clarify responsibilities, so that health personnel on board act in accordance with Hurtigruten procedures.
I did not follow routines
Investigators are also clear that Hurtigruten’s general procedures for reporting suspected covid-19 were not followed during travel:
– Prevention and response plan stipulates that the doctor will follow the reporting routines and will inform the captain of the ship, who will also inform the company through the Director of Operations. This notification routine was not followed during the trip.
