It has donated 650 million to onshore power plants. Many are unused.

Since 2012, Enova has distributed about NOK 650 million in around 95 onshore power projects along the entire coast. But several of the facilities have never been used.

One of the purposes of the allocations to establish onshore electricity in the ports around the Oslo Fjord is to meet the objectives of the collaborative Oslo Fjord zero emissions project. The purpose is to reduce climate emissions, noise and other pollution from ships while they are on the dock.

The Drammen coast power plant cost NOK 25 million and was ready in December. Not a single ship has used the facility, writes Kommunal Rapport. Not even in Moss, where the onshore power plant was completed since December last year, has a single ship used the green offering so far.

– To this day, no ship has connected. This is a common challenge faced by most ports on the Oslo Fjord. That is why we have established a collaboration to try to influence shipowners. A whip and a carrot may be necessary. They have to make sure it’s worth it, says Assistant Port Captain Uvar Vannebo at Drammen Harbor IKS.

Unlike passenger ships, the bulk and container ships that transport goods to the Oslo Fjord are not built to receive power from shore. The shipowners have not assumed the cost of investing in the necessary equipment on board.

Heidi Neilson is the environmental director for the Port of Oslo KF and notes that shipowners are more concerned with reducing fuel consumption when sailing.

– I think the key to success is to offer power from land, electric battery charging, as well as the renewable fuel of the future, which ships will need while sailing, he says.
