At the same time that the number of infected in the Vinstra asylum reception center rose to 47 on Tuesday, the IDU maintained a dialogue with the health authorities to prevent the new asylum reception centers from becoming the epicenter of the crown.

The UDI plans to close the five reception centers in Toten, Hobøl, Tverlandet, Leira and Arna, and transfer a total of 379 asylum seekers.

But now the UDI has stopped completely.

– What we have done is to stop moving between reception centers after a fairly intense dialogue with the National Institute of Public Health about relocation processes, says section manager Knut Henrik Berntsen in the regional and reception department at the address.

Guaranteed safe relocations

The UDI will now review each relocation process with NIPH on the basis of the infection situation in Norway in general, and the strong outbreak at the reception of Vinstra.

– What we are working on is to ensure safe relocations, and the other in some cases is to extend the contract to those who run the reception until we have good arrangements for the relocations.

On Tuesday, TV 2 visited the Hobøl asylum reception center in the former county of Østfold, where around 70 asylum seekers live in the ordinary reception center.

The plan was to move everyone to three other receptions before the New Year. Eight residents have already been transferred to Vinstra and are among those who have tested negative for covid-19 and are quarantined in hotels.

– We think we’re sorry. None of our residents had an infection with them and they have found themselves in a very unfortunate situation, says General Manager Olav Strand of operating company Ostra Consultation.

Christmas eve in advance

He is happy to sign an agreement with the UDI to manage the Hobøl Asylum Reception Center until safe solutions for relocation have been found.

– We are happy to keep residents here as long as possible. It also secures jobs for 25 people, with their own families and mortgages, so it will be like Christmas Eve in advance, Strand says.

Residents of TV 2 meetings are afraid of getting infected and now they will not spread to other receptions.

– I think we should be here until the corona infection has subsided and the vaccine has reached Norway, so there will be safety for all people, asylum seeker Alei Mohammed tells TV 2.

You want a quick test at the reception

TV 2 previously reported that the UDI as early as March asked the Norwegian Health Directorate for help to obtain further evidence to minimize the risk that asylum reception centers become epicenters of the spread of infection.

On Tuesday, TV 2 will receive confirmation that rapid test tests will be completed soon, and the UDI hopes that they can be used in connection with the relocation.

UDI’s plan now is for all residents to move to a location together when the reception is closed, and they will be tested quickly first.

The UDI requested more evidence and its own guide for receiving asylum

– We want the residents and employees of the asylum reception centers to be given priority when the authorities decide how these tests will be used, says section director Berntsen.

“The tests can help us a lot to carry out safe relocations and to carry out a better division of the neighbors into zones, so that if there is an infection in one place, it does not affect the entire reception,” he says.

Create a new tutor

According to section chief Berntsen, the UDI had already requested help from the Norwegian Health Directorate to create a guide, and it is now also gaining momentum.

Svein Lie, director of the Norwegian Health Directorate, says that the UDI already has guidance material to prevent the spread of the infection, but says FHI will be tasked with providing professional advice on improvements.

– Is it true that you have a supervisor?

– We do not have an infection guide that covers the reception system and the challenges that we live there in all its breadth. We want a guide that includes relocation, but also social distancing, testing, and the use of quarantined hotels, Berntsen says.
