- There must be a godmother or father with power who is willing to spend time and prestige for the reform to close.
- Those who push for reform must be willing to make adjustments along the way.
Regional reform has prospered in five of the five magnates.

So let’s look at this failure for five acts.
Firstly: Most of us probably thought that the county structure was a problem. Nor was it easy to demonstrate that the county performed (its relatively few) tasks poorly.
Secondly: The reform planning was too weak. Because KrF and the left did not have a plan for what the state should give the county, the task list was characterized by “what is the least pain for the state to surrender”:
A little in transport, a little in experience, a little in land issues and a little more. In short, there was no task that the county yesterday could not have completely solved. The relocation of state jobs from Oslo has also been halted.
Furthermore, the state would not cede power. To make a judgment: When the county wanted other approved admissions models that the government likes, it became a nuisance. Suddenly, the government would legislate character-based intake.
In third place: The process was too fast and money was lacking to lubricate other reforms. Parthia had come a long way in writing new county programs before they had a clarification in the fall of 2018 on what kinds of tasks they really should govern, to be judged.
There was very little money not to increase the level of conflict. In the municipal reform, a round hand has been given to the municipalities. None of that has happened to the county.

By rooms: Today, almost none of those who promoted the reform are willing to defend it. It was the left and the KrF that pushed for county reform in exchange for joining municipal reform.
Since then, we have hardly heard anything from the central parties. It is up to the municipal ministers of Høgre to defend a reform that they did not defend.
And fifth: It is not our will to adjust course. Everyone can see that Viken is a desperate build or that Troms and Finnmark are not really going to merge. Wise ministers know when to listen and when to hire.
In the public sector, the messy map has upset many people: the Civil Defense District is divided in one way, the health business in the other, and the police district in a third. It is not the best of the preparation.
But the government has not used the reform to link its own agencies. These new police districts disagree with the county. County governors and Innovation Norway made a division where Viken and Oslo became one area.
The new The county structure is not more efficient than the previous one.
So there is plenty of indication that the facet will be on this: some counties, like Trøndelag and Agder, volunteered together, while others parted ways in the fall of 2021. Then came some new tasks from the state. And that was it.
