LAST: Police have declared riots in downtown Portland and the Oregon National Guard has been activated. In Philadelphia, about 200 protesters gathered Wednesday afternoon, calling it a defense of democracy. The group consisted of unions, climate conservationists and others. There were also anti-Trump rallies in Portland and Seattle on Tuesday night, where several were arrested.
Demonstrations in Philadelphia and other Pennsylvania cities increased in size overnight.

In Phoenix, Arizona, about 150 Trump supporters gathered outside City Hall. “Shame on Fox,” protesters shouted after Fox News named Biden the winner in the state.
