She and Trondheim City Manager Morten Wolden are at the forefront of the metropolitan uprising. They require mandatory coronation tests at the border and quarantine for foreign labor.

They have brought with them KS and the mayors of Oslo, Bergen, Stavanger, Tromsø, Bærum, Kristiansand and Drammen. Together, they ask the government to give this high priority.

– Many municipalities have contracted the infection through labor immigration. For large urban municipalities, more people are infected and the pressure of infection increases.

A lot of infection from outside

More than 100 municipalities in Norway have been infected by workers who have come to Norway across national borders. Many of the workers come from Poland.

In late October, the rules for foreign workers were tightened. All workers from countries defined by the EU as red, such as Poland, France, the United Kingdom and Spain, must be quarantined for 10 days before they can work.

Other foreign workers must test negative every three days and live in solitary confinement for the first few days in Norway.

When municipalities now propose a mandatory crown test, there are stricter measures than at present. Now working immigrants bring a certificate to the border that shows they are healthy.

The mayors behind the metropolitan uprising do not think so.

– We believe it should be even more strict and we need the help of the Norwegian Labor Inspection Authority to see that employers have systems and control over how they handle the workforce that comes from the red countries, says Ottervik.

Ask the state to organize

The mayor of Trondheim does not have a clear answer on how mandatory testing at the border should be resolved. She asks the state to take responsibility.

– The tests must be carried out by healthcare professionals. But how the state chooses to organize it, the state must clarify.

She says her own municipality, Trondheim, has made taking care of the infection situation a high priority.

– On the part of Trondheim, we have brought in people from the breeding sector and other areas of the municipality to help with the trial work. But we must have the help of the state so that it becomes more strict in relation to the entrance.

Mandatory test provides false security

Health Minister Bent Høie (H) rejects the demand from Ottervik and the other big cities.

– A negative test at the border does not give a good indication of whether someone is infected or not. A mandatory test, on the other hand, will give a scary and false security, Høie tells Adresseavisen.

It refers to experiences from other countries and advice from health professionals from NIPH and the Norwegian Health Directorate.

– What is effective is the mandatory quarantine of the hotel after entry and local tests, monitoring and isolation in the municipalities. There will be an improper use of staff and testing capacity, as there is already a shortage of out in municipalities, if he is to move to the border, Høie believes.

– We have had many import infections during the fall. We believe that the quarantine and testing rules need to be even more stringent to protect against import infection, says Bergen City Councilor Roger Valhammer (Labor).

It stresses that the requirement does not apply to Bergen people traveling abroad and returning home. However, he believes that, among other things, it will better secure Flesland Airport.

– Ensuring this in Flesland will significantly reduce the risk of infection from outside. This will reduce the risk of new outbreaks later this winter.

Valhammer now hopes that the state will listen to the requirements and that the effect of the measures will have a positive effect.

– I hope there are so many, but fewer, with coronary heart disease. And that those who have a crown are quarantined or in quarantined hotels.
