– That cutting 300 million crowns for resource-intensive services is highly antisocial, says Center Party leader Trygve Slagsvold Vedum, who points out that it concerns, among other things, services for children with multiple disabilities.
– Here it seems technical, but in the individual municipality it is extremely brutal. They must consider whether to spend even more money on that child or close that school.says Vedum.
The state reimburses 80 percent of the expenses that municipalities have to help residents who need extra help. The plan goes into effect today when individual user costs exceed NOK 1,361,000. Above this level, the state covers 80 percent.
In the state budget, the government proposes to increase the entry point by NOK 46,000. He notes that the plan has grown by more than 5 billion Norwegian kroner since 2012.
– The adjustment is small in relation to the strong growth that the scheme has had, writes the government.
At the same time, it is proposed that some small municipalities with particularly high expenditures for resource-intensive services receive so-called discretionary funds. NOK 30 million will be reserved for next year.
KS is also reacting to the adjustment.
– We see that once again it is proposed to transfer the expenditures for resource-intensive services from the state to the municipalities. These are services for residents with very special help needs. It is a paradox that the state reduces its efforts in an area where the need increases dramatically.says the chairman of the board Bjørn Arild Gram in the municipal organization KS.
