On behalf of the Senate, investigators have interviewed employees of Boeing and the Norwegian Civil Aviation Authority (FAA).
The report concludes that Boeing is behind the “inappropriate influence” of the test pilots.
It must have happened before the FAA recently approved that the 737 Max can fly again, writes the Reuters news agency.
Both the aircraft manufacturer and the Norwegian Civil Aviation Authority (FAA) must have agreed to “a predetermined conclusion”.
A whistleblower must have provided information that has been confirmed by another source, writes the BBC.
– Inappropriately, test pilots were affected in violation of test procedure, the report states.
One of the infractions was that Boeing asked the test pilots to use a “specific control mechanism” immediately before conducting the test in a simulator.
The report shows that “the predetermined conclusion should confirm a human factor related to the reaction time of the pilots.”
Boeing’s motive must have been to blame as much as possible for the accidents on the pilots.
In the United States, American Airlines will resume flights with the 737 Max on December 29. This is clear after the FAA gave Boeing the green light last month to begin flying in the United States.
Family members: Russian roulette
Many family members express shock and disbelief at the approval of the 737 Max aircraft.

The criticism of the aircraft manufacturer comes just three months after a crushing criticism in a report by the Transportation Committee in Congress.
Accidents are described as a “terrible culmination” of engineering errors, mismanagement and a serious lack of overview.

That’s what Peter DeFazio, who heads the transportation committee, says.
“What is particularly frustrating is that Boeing and the FAA played with public safety in the critical period between the two accidents,” says DeFazio.
The change from ordinary 737 aircraft was that the 737 Max had newer and larger engines that were placed higher and further forward on the wings.
MCAS pressed his nose down
A program called MCAS was installed on the new model airplane. He was tasked with pushing the nose of the plane down to prevent it from stopping.
The pilots were not informed about this system, writes AFP.
According to Boeing, they have never tried to hide information from their customers, writes the BBC.
In the two accidents in Ethiopia and Indonesia, the pilots did not regain control until the crash.
Boeing escaped further approval by convincing the FAA that the plane was just an updated version of the earlier 737s.
If the aircraft were certified as a new aircraft, training the pilots in a simulator would cost Boeing a lot of money.
Boeing’s 737 Max planes are still on the ground, except in Brazil, where a company has put the plane into operation. Before the New Year, the United States will follow.
A total of 346 people died in the two accidents in Indonesia and Ethiopia.
On Christmas Eve, it was a year since the Boeing boss was fired after the two accidents with the 737 Max.
According to the BBC, Boeing has not responded to all the accusations against them, but assures that today they are a different company. Among other things, they are said to have ordered an independent investigation after the Max planes were grounded. This has resulted in a ten-point plan to improve safety throughout production.
