Bergen to introduce crown regulations with injunctions: police are involved

On Tuesday at 3 pm, the city council will hold a press conference where it will present new crown measures. Several of the new measures will be mandatory, not just recommendations.

Health Minister Beate Husa calls it an “essential measure.”

– We said before the weekend that we would analyze the development over the weekend and then see what local measures are needed in Bergen. Now we will present a local regulation with measures, Husa tells BT on Monday night.

It can go further than the government

On Monday, the government introduced a series of national austerity measures, including a limit of just five guests per. House. Husa describes the government’s measures as correct and wise, but emphasizes that they are largely recommendations.

– Bergen has a higher infection pressure than other parts of the country. Then we have to do our own assessments based on the infection chart that exists locally here. Therefore, we will present a local regulation with shell measurements, says Husa.

He adds that it may be relevant to make local recommendations beyond what the government has proposed.

The police are involved

In August, the city council introduced a ban on private gatherings of more than 20 people. The police said at the time that the measure was introduced without clarification.

– We are pleased that the municipality contacted us in advance, says the prosecutor Gunnar Fløystad.

He says that the police in their general work enter situations with the legal authority they have, and will normally be able to intervene in the event of a public disturbance.

– With a municipal regulation that prohibits assemblies above a certain size, we can, for example, order that the assembly be dissolved. If the order is not complied with, we may issue a fine for non-compliance with it.

– Punishment is the last resort

The head of the prosecution believes that this will often be a better procedure than directly fining violations of local regulations.

-We also have experience that very many comply with the orders given by the police in such contexts, he says, adding:

– Now we must not forget that in the situation we find ourselves it is a question of using common sense and complying with the recommendations and prohibitions that are given. Punishment is in many ways the last resort.
