The detailed 66-page bill required, among other things, a photo ID to cast a preliminary vote, something many Americans do not have. Georgia is currently one of 34 states that do not require a constitution if they want to vote early. Republicans want to limit this possibility. One of the reasons they say is that three weeks of free early voting has overloaded election staff.
