He will not comment on whether everyone involved is still in the Oslo prison. The incident was reported to the police as a case of violence. Dagbladet has tried to get a comment from the police, with no response.

Finstad will also not comment on the use of “weapons” in this case. To Dagbladet’s question about access to the pens, he responds:

– It is strictly regulated what assets you can have in the cell, but there is access to pens. We have prisoners who go to school, write letters, applications and more and therefore there is access to office supplies in the Oslo prison.

Dagbladet has previously revealed that the Young Bloods leader and a rival gang member attacked each other in the visiting room of the Oslo prison in November this year. Finstad notes that incidents of violence in prison are rare.

– This doesn’t happen often. We will carry out the punishment in a reassuring and safe manner. So sometimes we see that there are different relationships between the insiders from the outside, including from the inside. This may be related to drugs, gang affiliation or other private relationships, where we do not always have the knowledge that we would like to have.

Finstad emphasizes that the prison has a close dialogue with the police, who receive information through sentences and sentences, as well as through the information flow system, a system of mutual exchange of information between the prison and the police / prosecution.

– So we see that it can be overlooked in some cases. We believe that we must have more knowledge and more information, and it is a great challenge also in terms of the safety of prisoners and employees. At the same time, not everything is possible to capture.

Employees receive a report after these cases and are followed up. Finstad emphasizes that this is a demanding profession.

– It is also a question of resources. We have highly competent employees who have to dedicate their time to other tasks. We should have had more time and resources to do the social mission better. Prison is a unique setting for change work that is not used well enough.

The prison administrator will not comment on whether it was gang conflict that led to the incident in September.

– There is nothing to hide that our concern is especially about relationships related, for example, to drug crime and gang affiliation. There are situations where it is difficult for us to always get the information that we ideally should have.

The Prison and Probation Service has long been warning of economic cuts, while the Justice Ministry notes that more money has been awarded in recent years.

– Our experience is that the money goes largely to the new prisons, which is also good, but it does not go to the operation. There is no doubt that the situation of resources in prison care is demanding. It is a good economy to invest in prison care.

Dagbladet is aware that fights between rival gangs have occurred in various prisons. Among other things, there has been at least one episode in Halden Prison.

The prison manager, Are Høidal, confirms that there was an episode of violence on August 25, where one inmate beat another.

Høidal confirms that they both have backgrounds from the Holmlia Young Bloods gang, and that they each belong to their own faction.

– They met in our vocational building (workshops and school). The incident ended after 30 seconds, when several officers were nearby. They divorced and one was sent to another prison, says Høidal.

– In most cases it closes quickly, since the employees are close to the interns all the time. We have good opportunities to separate prisoners who are not going to meet, but we do not always have enough information about it. There we often depend on what the police tell us.

– The police information could have been better. The placement of remand prisoners is carried out in collaboration between the police and the regional level. This is where coordination should take place.

Regional Director Stig Storvik in the East Region of the Prison and Probation Service says it has become more demanding to keep up as more gang offenders switch gangs to a greater extent than before.
