The NAV report covers the period from 2005 to 2018. The proportion of the population living on low income has increased somewhat, from 9.6% in 2005 to 11.2%.
When referring These statistics in the Norwegian debate, there are many who are quick to arrest you if you use the term poor. When we look at what it means in terms of income to be in the “low income” category, it is obvious that this makes everyday life demanding. Low income is defined as 60 percent of median income. For a family with two adults and two children, the low income limit in 2018 was NOK 479,700.
The report points to that a particular increase in the number of refugees in the country helps explain why more people end up in the lowest income category. At the same time, it shows how immigrants in Norway from the 70s and 80s have had high social mobility. Income gaps between immigrant children and the majority population have narrowed by nearly 80 percent compared to the gap in the immigrant generation, NAV writes. The report also notes that the most important reasons why immigrant children have gained the upper hand are good welfare schemes, the loan fund and free higher education.
In the first the period in which the report has been studied increases real income for all groups. In the last period, the real income of the lower income groups has stagnated, the same applies to the middle income groups. However, the highest income group has increased their income considerably. It shows a development in society against which there is reason to warn. This is especially true in combination with the development NAV warns against: that the pandemic may increase the number of people living on low incomes. Prolonged recessions almost always lead to increased inequalities in society.
