– If we do not see an improvement in the next few days, we may have to work even harder and shut down much of the Sarpsborg community, says Sarpsborg Mayor Sindre Martinsen-Evje (Labor) in a press release.
Since Monday, 133 cases of infection have been confirmed in Fredrikstad and Sarpsborg. So far in December, there are 544 cases of infection in the two cities.
Tonight, the municipalities have presented proposals for more austerity. At the same time, the early December regulations will run until January 7.
The proposals apply to both cities and will be discussed in the presidencies on Thursday.
The new proposals are:
- Only allowed with five guests in private homes
- Use of bandages in public places, where you cannot keep a meter away.
- Group training with three or more participants is not allowed.
- Each inhabitant must limit the number of meetings to two per week
- Exceptions are made for two days at Christmas, where you can gather up to ten people in addition to your own home.
Considering the prohibition of social gatherings
In the proposal, municipal director Turid Stubø Johnsen in Sarpsborg writes that it may be relevant with even more intrusive and long-term measures.
According to her, it could lead to a closure of the company where only the necessary functions get to stay open.
“This may include the prohibition of social gatherings between different households, the prohibition of all kinds of events, the closure of visits to nursing homes and institutions and other measures aimed at situations where the infection is perceived to be spreading.”
In Fredrikstad, the situation is also demanding. Mayor Jon-Ivar Nygård (Labor Party) says it is challenging to frame the infection.

– It is a demanding situation because we have introduced a regulation, but we do not see any notable improvement. That is why we are now adjusting even more, says Nygård.
– People are infected at work and in society in general. It is more difficult to frame and limit the infection when it appears in different places.
– I don’t want to ruin Christmas
Municipalities follow national guidelines for Christmas. Therefore, you can have visits of up to ten people in addition to your own home twice.
– We have come to the conclusion that it is fair that we open up in the regulation what the Prime Minister’s Christmas Council has been. We think people have planned with that in mind and then we don’t want to ruin Christmas for people, Nygård says.
– How will the municipality be able to continue that people do not have more companies?
– It is the case with these regulations which, to a large extent, will be based on trust, as is the case with many other laws and regulations in Norway.
But if you have a lot of visitors and it shows, you have a problem, says Nygård.
– So the regulation has been broken.
