The number of completely unemployed rises to 109,000 in November, according to recent figures from Nav. It constitutes 3.9 percent of the workforce.

Tighter infection control measures quickly hit the job market. The number of job seekers is increasing for the first time since April, and unemployment is rising the most among the youngest. It will be a long time before we are at the same level as we were before the corona pandemic hit, and long-term unemployment is now at an alarmingly high level, says Nav Director Hans Christian Holte.

It is especially the number of totally laid off people that has increased.

By comparison, there were 99,400 people in October who were completely unemployed, which corresponds to 3.5 percent.

Early on, economists had expected a 4.0 percent rise this month, after tougher infection control measures led to a surge in unemployment in the latest weekly figures from Nav.

The trend has been reversed

Including the partially unemployed and job seekers in the measures, there are 196,300 unemployed, or 6.9 percent of the workforce.

When the society closed in March, unemployment rose sharply to a peak of more than 300,000 completely unemployed. Including the partially unemployed and people in the measures, Nav recorded a maximum of 433,000 unemployed, which corresponds to just over 15 percent of the workforce.

Unemployment has fallen steadily from the peak through October, while the trend reversed in November.

– Possibility of requesting a Nav advance

Labor and Social Affairs Minister Henrik Asheim writes in a comment to E24 that they are now doing everything they can to secure jobs and ensure that Nav’s money reaches those in need as quickly as possible.

– Norway has dealt with the new wave of infections with strict infection control measures, the labor market being hit hard. I hope everyone can go to Christmas and be sure the safety net works, he says.

Asheim further encourages everyone in need to use the existing schematics:

Greater increase in tourism and transportation

Most occupational groups show an increase in unemployment in November, but measured in number of people, the increase is greater in tourism and transport, as well as in service occupations and other jobs, with 6,300 and 1,900 more completely unemployed , respectively, than in October.

The number of completely unemployed has decreased the most among people without work experience (or undeclared) and in child and youth labor.

At the end of November, the share of the unemployed in the workforce was highest in tourism and transportation at 11.2 percent and lowest in education at 1.0 percent.

Highest increase in Oslo

Unemployment has risen in all counties this month, with the largest percentage increase in Oslo, where there are 24% more unemployed than at the end of October.

The increase was smaller in Rogaland, Møre og Romsdal and Agder, with 2% more unemployed.

The proportion of completely unemployed is highest in Oslo at 5.8 percent and lowest in Nordland at 2.6 percent.

Affects young women

The rise in unemployment was highest among those under 25, and especially among women in this age group, says Nav.

At the end of November, the proportion of the completely unemployed was highest among those aged 20-24 with 5.4 percent, and lowest among those under 20 with 2.0 percent of the workforce.

The decrease in the number of new positions was greater in tourism and transport, with 45% fewer new ads than at the same time last year.

On the positive side, he notes that the increase is much less than what we saw this spring, and that most of the increase is due to layoffs.
