My solution was to connect the mobile as an access point to configure the console as standard, but if you are completely without internet, you are sitting there without the opportunity to start any games.
Setting up a home Xbox also doesn’t force you to update the game before starting it, a specific example is Gears 5 I can confirm startup without internet connection, even if there is a 13GB update ready.
