According to Georgia Secretary of State Brad Raffensperger, himself a Republican, Graham asked him if he had the power to reject certain early votes. Raffensperger interpreted the question as a call to cancel certain ballots that have been legally cast, Raffensperger himself reports to the Washington Post.
In the interview, he also says that he experiences increased pressure from party colleagues on Republicans who hope the referendum in Georgia will lead to Joe Biden not yet winning the state. Biden received about 14,000 more votes than Donald Trump.

Raffensperger makes the statement at the same time that election officials across Georgia are working to count each ballot by hand, as Biden won by such a narrow margin.
The last time a Democratic presidential candidate won in Georgia was when Bill Clinton won in 1992.
Graham himself says that during the conversation with Raffensperger he tried to find out how “these characteristic things” work. He also says that Raffensperger was good at explaining how they verify signatures.
Raffensperger’s interpretation that he indicated that legally cast votes should be rejected, he describes as “stupid.”
The signatures are marked
In Georgia, voters must sign an envelope when casting an early vote. Election officials have the duty to ensure that the signature is the same as that on the application to present a preliminary vote and that on the electoral roll.
Lindsey Graham is also said to have asked Raffensperger if political attitudes may have led election officials to approve ballots with signatures that don’t match the other signatures.
