The requirement does not apply to foreigners who are strictly necessary to be able to maintain the proper functioning of critical social functions or meet the basic needs of the population, and there is a danger to life and health if entry is denied.
The requirement does not apply to foreigners in transit.
The requirement does not apply to foreigners who regularly come to Norway from Sweden or Finland to work or study, with the exception of health personnel who have been outside of Norway for more than seven days.
The requirement does not apply to asylum seekers or refugees with quotas.
The requirement does not apply to foreigners with a family immigration residence permit.
The requirement does not apply to diplomatic and consular personnel accredited in Norway.
The requirement does not apply to foreigners who have been invited by the Norwegian authorities to participate in international negotiations and other matters, nor to foreigners who are part of delegations coming to Norway in accordance with Norway’s international obligations.
The requirement does not apply to military personnel arriving in Norway on non-commercial transport.
