The government has introduced new national crown measures, which include a national ban on alcoholic beverages at 24; that unnecessary domestic travel should be avoided; that one should stay at home as much as possible, and that the number allowed to meet in social gatherings is reduced from 50 to 20.

These are new national councils.

But then there are the “old” national councils. And local regulations.

Both Oslo and Bergen, which are now experiencing high infection rates, have implemented their own local regulations. And this is also what many other municipalities have done.

Oslo announces new measures on Friday and Health Minister Bent Høie (H) announced on Thursday that there will likely be significantly stricter rules for social gatherings in both Oslo and Bergen.

– The responsibility of the municipalities

To this day, there is no common, unified service that provides information on national and local councils and rules in one place.

We have asked the Norwegian Health Directorate how citizens are intended to get an overview of the rules where they live and where they work.

– It is the responsibility of the municipalities to inform the inhabitants about the current councils and regulations that apply to the municipality. We know that all municipalities have their own websites with information about the crown, says communications director Trine Melgård of the Norwegian Health Directorate in Dinside.

She goes on to say that they understand that it can be difficult to get an overview, with so many different bodies to deal with:

– Yes, we understand that it can be demanding to monitor national and local councils. The main rule is to find national councils at helsenorge.no and local councils on the municipality’s website, social media and other sources of information, says Melgård.

– Looking at the possibility of a complete description

– Is it considered to create a collection page where all the rules can be found, including local rules? So is there only one place to go to find the information you need?

– The most important thing is that the population has the right information at the right time. We look for opportunities for a complete overview and map out what we can achieve in a simple and audience-friendly way, Melgård tells Dinside.

National councils: As Melgård says, you will find the current national councils at helsenorge.no. There you can click on the topics you need information about; work, school, quarantine, etc.

Local advice: The municipalities are in charge of disseminating information about the municipalities to the inhabitants. You will find information on city councils and regulations on the municipalities’ websites. If you work in a municipality other than where you live, of course, you should be aware of what applies there, and the same applies if you stay in municipalities other than where you reside.

There are 356 municipalities in Norway after the new municipal reform. Four out of every five people live in the 100 most populous municipalities.
