It constantly leaks from the state budget that will be presented on Wednesday, October 7.

The Solberg government will present its proposed state budget and national budget for 2021 on Wednesday, October 7 at 10:00 a.m.
But lately, as usual, there have been leaks. This has gone so far:
* 40.9 billion for research and development.
* NOK 32.1 billion for railways, up from NOK 26.8 billion in last year’s proposal.
* NOK 25 billion for corona measures. It is not clear what they are going for, but 6.3 billion have been reserved for hospitals.
* NOK 6 billion for the fight against the crown in next year’s state budget, in addition to the regular health budget and other crisis packages. 3,800 million will be allocated to the purchase of vaccines, 1,100 million to an emergency reserve of medicines and 650 million to tests at border crossings.
* 2 billion for carbon capture and storage in Norway through the prestigious government project “Longship”, where the objective is to establish a complete chain for the capture and storage of CO₂, the so-called CCS, in Norway.
* Additional NOK 825 million for labor market measures to help people outside of working life to work. In addition, an additional 500 million will go towards Nav’s corona management.
* NOK 700 million for the state-owned company Nysnø Klimainvesteringer, which invests in various companies developing new and climate-friendly technology.
* NOK 691 million for Norwegian nuclear waste cleanup.
* NOK 500 million to the police so that the 400 positions that were created temporarily due to the corona pandemic can be made permanent.

* The government will increase the quantity limit for tax-free gifts from the employer from 2,000 to 5,000 crowns, and vaccinations offered by the employer will be tax-free. The total limit for tax-free gifts and discounts for staff is increased from 10,000 to 13,000 crowns. The total cost of the changes will be NOK 450 million.
* NOK 170 million to strengthen focus on child and youth mental health. 100 million go to municipalities, 35 million to a digital health station, 30 million to the child welfare service and 5 million to the development and evaluation of the interdisciplinary and outreach team FACT ung.
* NOK 157.7 million for cheaper SFO for low-income families. The money will be used, among other things, to expand the plan with parental pay based on income so that it also applies to the third and fourth tiers. Money is also set aside for free SFO for low-income families in select municipalities.
* NOK 120 million more for children’s leisure cards, so the government will spend a total of NOK 180 million on the scheme.
* NOK 100 million for extended assistance to express bus companies affected by the crisis.
* NOK 100 million for municipalities that will be allocated to children and young people with disabilities.
* NOK 100 million for strategic export investments. NOK 75 million are earmarked for strategic investments through the new Business Norway unit, NOK 20 million to strengthen the cluster program and NOK 5 million to promote Norwegian cultural exports.

* 70 million is used to increase the one-time benefit, which is intended for mothers who are not entitled to parental benefit, from 84,720 to 90,300 crowns.
* NOK 70 million to insure old churches.
* 70 million will be distributed in 14 projects in seven of the country’s universities and colleges that will develop new ways of providing better teaching.
* NOK 60 million to fight loneliness and isolation among the elderly during the corona pandemic.
* A total of NOK 51.3 million for the Kirkens SOS crisis service and the Mental Health crisis hotline.
* It is proposed to grant Norsk Rikstoto a tax allowance corresponding to the totalizing tax of 3.3% of turnover. Last year, the revenue from this tax was budgeted at NOK 120 million.
* It is proposed to reinforce efforts against work-related crime by NOK 52 million. 38 million will go to the Norwegian Labor Inspection Authority to ensure better enforcement of the recruitment regulations that were introduced for the construction industry this year. 14 million go to the Norwegian Petroleum Safety Authority to get better control of working conditions in the offshore industry.
39 million in more financing for the permanent adapted work (VTA) labor market measure.
* NOK 32 million to strengthen coastal surveillance.
* NOK 26.5 million for the creation of 100 new educational positions for doctors, the so-called LIS1 positions.
* NOK 26 million for police districts to practice more at the national police emergency center.
* NOK 6.5 million for a new grocery inspection to be established next year.
* Continued reception of 3,000 quota refugees to Norway per year.
* The government will reduce the soda tax by 30 percent starting July 1 of next year.
* Eliminate the tax deduction on the BSU account after buying a home if there is still money in the account.
