Breach of negotiations in the collective agreement in the state

The crown pandemic had previously raised moderate expectations for the main settlement, where the parties negotiate the financial framework and wage and working conditions in the collective agreement for government employees.

The settlement began on September 1 and was scheduled to last until midnight on September 15.

However, the workers’ organizations chose to break up early because they believe that the state, represented in the negotiations by the Ministry of Local Government and Modernization, is unreasonable when they are not willing to accept any further increases.

– The state was unshakable and was unwilling to enter into real negotiations.says the negotiator at Unio, Guro Elisabeth Lind.

Believe employees are getting sufficient salary growth

The Ministry of Local Government and Modernization, for its part, believes that the combination of last year’s salary supplement, salary increases as a result of new hires and new pension provisions, will give an annual salary increase of 1.7 percent , which is in line with the outcome of the frontal issue, the ministry says in a press release.

– The state believes that last year’s agreement has consumed the possibility of a supplement this year. We do not agree with that, emphasizes LO Stat leader Egil André Aas in a press release.

– We were willing to find a solution where we took into account the special situation of the country. But we met an opponent who had obviously decided beforehand, he says.

Fear consequences for work

The other employers’ organizations also criticize the fact that the State has not changed its position during the two weeks that the negotiations take place.

– When the state rejects all our financial demands, we have no choice but to break up the negotiations. The state must adopt a completely different attitude when we meet in mediation on September 23, says YS Stat Director Pål Arnesen in a press release.

Scholars emphasize that a lack of goodwill from the government can have negative consequences when it comes to recruitment, development, and the ability of organizations to retain competent employees.

– It is surprising and disappointing that the State refuses to start real negotiations on improvements to the agreement, says Akademikerne chief statistician Anders Kvam.

Mediation at the Ombudsman begins on September 23 and the deadline expires at midnight on October 14.
