– We hope this proposal gives you peace of mind. This is an important reform to implement. No one benefits from noise and disturbances year after year, says NVE director Kjetil Lund.
Today, the Energy Regulatory Authority at NVE presents a new grid rental proposal, which should be easier to understand and which will respond to criticism to a greater extent.
If the proposal is adopted as a new regulation by the Ministry of Oil and Energy, there will be new rules for the rental of the network from July 1 of next year.
The grid rent represents about a third of the electricity bill and, since 2017, NVE has been working on a new model to calculate the grid rent.
While the current network rental model depends on How much electricity used, the Energy Regulatory Authority in NVE has wanted to make the rent of the network depend more on when using a lot of energy.
The electricity grid costs $ 27 billion a year and is paid in full by those who use the electricity.
Minor changes
The proposal that NVE presented in February would in practice make charging the electric car more expensive immediately after work and consume a lot of electricity at the same time as others consume a lot of electricity.
But in the new proposal, the changes in the rent of the network are less extensive than what was sent for consultation.
– I hope people see that we have done our best to meet the critics, so that we can get support for this. Compared to the proposal that was sent for consultation, what we have now sent to the ministry is much simpler, says Lund.
If the proposal is approved, the network rent will consist of approximately two parts:
* Energiledd – which is calculated on the basis of the amount of electricity used
* Permanent – which is calculated on the basis of power, how much power is used simultaneously in the electrical network.
The rules now being considered to change are a set of rules for network companies, which provide the driving rules for how, in turn, they create the pricing models that consumers encounter.
Today, there are different pricing models among network companies across the country, and this is also the case with new regulations.
Massive criticism in the round of consultations
In the winter and spring rounds of consultation, management received 130 responses, partly highly critical of their consultation letter.
Consumer organization The Homeowners was one of the most critical in this spring’s round of inquiries. Leader Morten Andreas Meyer has little faith that the new proposal presented today is good enough.
She hopes that the Minister of Oil and Energy, Tina Bru, will send it in exchange because she believes that the basic basis for acquiring knowledge has not been good enough. This could have been done through several pilot studies, to assess whether the changes in the electricity bill pricing models should be implemented.
– I hope the politicians come to their senses. What has been presented by the documentation so far does not indicate that this is anything more than a theoretical desktop model, to which consumers do not respond in the way that NVE wants, says Meyer.
– I don’t think it’s a fair review. It’s a well-crafted proposition, and it’s important in the years to come that we all have an economic reason to spread our energy consumption throughout the day, Lund responds.
It is the Ministry of Oil and Energy who decides how the current regulations can be changed.
The Ministry informs NRK that it will do a thorough review of the new NVE proposal and will see it in light of the input from the consultation that has been received.
