Holmsen says they began dialogue with inmates immediately after the situation arose.

The Sem prison is located in Tønsberg and is a unit with a high level of security. The prison has an ordinary capacity of 62 seats distributed to prisoners with custody and people sentenced with shorter sentences. Prison is for men only.
