Tuesday was the biggest communication dispute in western Norway for many years: yes or no to Hordfast.
Hordfast is the most expensive subproject in Norway’s most expensive road vision: the ferry-free coastal trunk road along the E39 between Kristiansand, Stavanger, Bergen, Ålesund and Trondheim.
On April 30, county politicians said no to support the project in their right-wing contribution to the NTP. Unleashed anger in Sunnhordland and threatens to cancel from Vestland County.

The debate has divided the majority constellation in Vestland.
SV and MDG were seen on the sidelines, while H and Frp were invited to negotiate with Ap, Sp, KrF and V to find a compromise that most could agree on.
On Monday night, the last four came out with a joint proposal that they hoped could resolve the dispute.
The E39 without a ferry was raised to say so on the county’s priority list, but the Hordfast project was omitted from the text.
With a shout of grace, they received the support of H and Frp, even though the statement did not mention the project of the bridge across the Bjørna fjord.
– It has been a great root for these matches in this right round, says the group’s leader in FRP, Terje Søviknes to NRK.

hordfast: The next fjord crossing, called Hordfast, south of Bergen includes the crossing of the Bjørnafjorden and Langenuen bridges and the four-lane highway at 110 km / h through the municipalities of Stord, Tysnes and Os.
The government makes a reservation when it comes to crossing the Sognefjord. It is unclear whether it is technically possible to cross this.
Furthermore, the Nordfjorden, Storfjorden, Romsdalsfjord and Halsafjorden must be crossed.

Two deer project
All counties have a deadline of May 14 to submit their opinion on what should be included in the National Transportation Plan (NTP) for the years 2022-2033.
In Vestland, the dispute concerns particularly two very expensive developments:
- New E16 and rail from Arna district in Bergen east to Stanghelle, then to Voss
- Hordfast: E39 without ferry with highway and bridges south of Bergen in the direction of Haugesund
Both projects cost more than NOK 30 billion.
The county committee placed Arna-Voss at the top of the list in its right-of-way entry last April. Therefore, the E39 without a ferry was put on hold.
Strong reactions
There were strong reactions that politicians did not even mention the word Hordfast.
“A betrayal of the Sunnhordland region in Westland,” said Frp group leader Terje Søviknes at the time.
Prime Minister Erna Solberg has declared to BT that Hordfast should be built. The KrF in the eight municipalities in Sunnhordland has demanded that the county politicians turn.
And KrF South Hordonian Transport Minister Knut Arild Hareide has told NRK that Vestland can still hope to get Hordfast and the new E16 and the railway.
And in Storting, most confirm they still want Hordfast, regardless of what Vestland County requests.
Does not take position on the road
Ap, Sp, KrF and V chose to include E39 without a ferry in the wish list with this formulation.
- The county council maintains the vision of an E39 without a ferry. An E39 without a ferry between Sunnhordland and Bergen provided significant social benefits and increased value creation in the region and the region. Crossing the Langenuen must start quickly. The roads between the fjord crossings must have priority with two fields and a yellow central strip throughout the journey. Standard options at fjord crossings should also be considered. There should be a higher frequency of ferry connections until they are alleviated.
But in voting on Tuesday, it was only the first sentence that H and Frp would support.
Therefore, the county council agreed to uphold the vision of an E39 without shuttles, without deciding on a route or supporting the Hordfast project, which was already owned by it.
– There is an ongoing debate on other route options. Bjørnafjorden Municipality is looking for an alternative. It’s best not to make a decision about it, says Aleksander Heen, the group’s leader in the Center Party.
– Ein says that for the MDGs
This is how Stord’s rapporteur Jakob Bjelland (Sp) works. He does not believe that any right-wing contribution without Hordfast has seen the project of the bridge in danger.
– Today I am more naked than a week and a half ago.
MDG is also happy.
It is important to emphasize that the decision is open to interpretation.
Natalia Golis calls him saying that the Hordfast project is not mentioned, even if the county council prioritizes the road project.
– That I now prioritize Hordfast so clearly, is a saying for MDG, says the deputy mayor.
Søviknes is pleased that a strong majority now ensures that the county prioritizes E39 without a ferry at this time.
– I don’t think the project is worse after this. The government has adopted path options, and that will continue in the future, says the group’s leader.
