(Reuters) – Bars and restaurants in New York City that receive three “strikes” for not enforcing social alienation will be forced to close, Governor Andrew Cuomo said Thursday.

Additionally, bars and restaurants across the state will be allowed to serve alcohol only to customers who also order food, and bar service will not be permitted without an appointment.

The governor announced the restrictions after numerous reports of compliance problems.

“There is significant evidence of noncompliance,” Cuomo said during a conference call with journalists. “It is wrong, it is dangerous, it is selfish, it is unacceptable. It is also illegal. “Separately, an announcement will be made as to whether New York City will enter Phase 4 of its reopening at 4 pm EST on Friday, Cuomo said.
