Mayor Caldwell unveils new ‘recovery framework’ in response to COVID-19 on Oahu


Honolulu Mayor Kirk Cuddwell said today that a “recovery framework” to reduce the spread of COVD-19 on Oahu would replace the current “stay-at-home / work-to-home” order on Thursday.

Caldwell said during a press conference at the Mission Memorial Auditorium that the structure would determine the criteria for loosing or tightening the ban in the future.

“We didn’t want to repeat what we did the first time where we opened almost everything in the first three months and ran to the finish line, and instead looking at it as a marathon,” said Weldwell.

Unfortunately, he said, living with the virus is a new reality that will have to live with Ohio residents until they get vaccinated and enough people can be vaccinated, which is not the case until next year.

On Thursday, parks, beaches and roads will be opened for use by groups of up to five people for exercise, reading, sunbathing, picnics and other legal activity. In the previous order, effective parks, beaches and roads from 10 September were limited to single person use and activities.

Under the new scheme, retail outlets, bowling alleys and movie theaters will be allowed to open, but only at 50 per cent capacity. Bars, nightclubs, massage services and tattoo parlors will be closed.

Bowling alleys and water parks will be able to reopen, but there are only five at the party. Hair salons and nail salons can reopen with a change, while the gym only opens outside.

Rest Restaurants Rents will be allowed to reopen for dine-in services, but may only allow five parties per house in the same table, and tables must be at least five feet apart.

Restaurant rentals that allow patrons to dine should also require a reservation, and each person’s name and address should be tracked to facilitate contact tracing. Masks must be worn at all times, except eating and drinking, and alcohol may not be sold, served or drunk in restaurants after 10 p.m.

The new structure also introduces the need for city permission to use umbrella-type structures in city parks.

Cuddwell admitted that the state health department did not recommend reopening restaurants under Tier 1 because of transmission risks, but he decided to save jobs and businesses.

He said the city’s new structure is based on increased knowledge of disease transmission, vulnerability, risk factors, community compliance, and is intended to communicate clear benchmarks.

Caldwell said the new structure – which was developed in a matter of hours with the advice of medical doctors and the professional community – has received literal approval from the government’s David Ease.

The framework consists of four levels, each based on the community level of COVID-19 in Honolulu, as determined by two specific criteria: the number of reported cases per day, using an average of 7-days over a two-four week period; And the positivity rate, using a 7-day average over a two-four week period.

Includes four levels:

>> Tier 1 (more than 100 average daily cases, more than 5% positivity): representation of a high-level community obstetrics testing the public health system, contact traces and isolation / quarantine limits; And puts a little strain on the health care system.

>> Tier 2 (50-100 average daily cases, 2.5 to 5% positivity): representing a level of community prevalence that is significant, but still allows the public health system for adequate testing, contact trace, and isolation / quarantine; And the health care system is not overburdened.

>> Tier 3 (20-49 average daily cases, 1 to 2.4% positivity): represent a moderate level of community prevalence that allows the public health system to be thoroughly tested, trace contact, and isolated / quarantined; And does not overexert the health care system.

>> Tier 4 (less than 20 daily cases, less than 1% positivity): Representation of low levels of community spread easily managed by the public health system and health care system.

When the new order takes effect on Thursday, Caldwell said the city will start in Tier 1 for at least four consecutive weeks. He said the city must have at least two consecutive weeks of data logging that meets the Tier 2 forward criteria before any changes are made.

Once that threshold is met, the city will issue a new order within three days announcing the change to Tier 2.
